安徽省深化科(ke)技(ji)體(ti)制機制改革構(gou)建(jian)以企(qi)業(ye)
為主體的科技創新體系實施(shi)方案

為深入(ru)貫徹習近平總書記關(guan)于(yu)科(ke)技(ji)創新(xin)的(de)重要(yao)論(lun)述和關(guan)于(yu)安徽工作的(de)重要(yao)講話重要(yao)指示精(jing)神,落實(shi)省委十一屆五次(ci)、六次(ci)全(quan)會要(yao)求,加快構建以(yi)企業為主體的(de)科(ke)技(ji)創新(xin)體系(xi),結合(he)我省實(shi)際,制定本實(shi)施方案。

一、總(zong)體要求

堅持(chi)以(yi)習近平新(xin)時(shi)代中(zhong)國(guo)特色社(she)會主義思(si)想為(wei)(wei)(wei)指導,深入貫徹(che)黨(dang)的(de)二(er)(er)十大和(he)二(er)(er)十屆二(er)(er)中(zhong)全(quan)會精神,完(wan)整(zheng)、準(zhun)確、全(quan)面貫徹(che)新(xin)發展(zhan)理念,積極服(fu)務和(he)融入構建新(xin)發展(zhan)格局,著力推動高(gao)質(zhi)(zhi)量發展(zhan),深化科技(ji)(ji)體制機制改革,轉變(bian)創(chuang)(chuang)新(xin)理念、工作重點、資源配(pei)置和(he)工作機制,打(da)破制約(yue)企(qi)業(ye)科技(ji)(ji)創(chuang)(chuang)新(xin)的(de)頑瘴痼(gu)疾,驅(qu)動創(chuang)(chuang)新(xin)要素向企(qi)業(ye)集聚,強(qiang)(qiang)化企(qi)業(ye)科技(ji)(ji)創(chuang)(chuang)新(xin)主體地位(wei),以(yi)科技(ji)(ji)創(chuang)(chuang)新(xin)推動產(chan)業(ye)創(chuang)(chuang)新(xin),因地制宜發展(zhan)新(xin)質(zhi)(zhi)生產(chan)力,為(wei)(wei)(wei)加(jia)快建設自立自強(qiang)(qiang)的(de)科技(ji)(ji)強(qiang)(qiang)省(sheng)提供強(qiang)(qiang)大支撐,為(wei)(wei)(wei)全(quan)面建設現代化美好安徽(hui)增(zeng)添強(qiang)(qiang)勁動能,為(wei)(wei)(wei)國(guo)家實現高(gao)水平科技(ji)(ji)自立自強(qiang)(qiang)貢(gong)獻安徽(hui)力量。

——突出企業主體(ti)。發(fa)揮企(qi)(qi)業創新(xin)動(dong)力強、企(qi)(qi)業家把握技(ji)術發(fa)展方(fang)向準的優勢,推(tui)動(dong)各(ge)類創新(xin)資源向企(qi)(qi)業傾斜,推(tui)動(dong)企(qi)(qi)業真正(zheng)成(cheng)為技(ji)術創新(xin)決策、研(yan)發(fa)投入(ru)、科研(yan)組織、成(cheng)果轉化主(zhu)體。

——強化產(chan)業創(chuang)新。堅(jian)持圍(wei)繞產(chan)業抓(zhua)創(chuang)新,以科技(ji)創(chuang)新引領現(xian)代化產(chan)業體系建設,切實解(jie)決(jue)產(chan)業發(fa)展中(zhong)的技(ji)術“卡點”“堵點”,推動科技(ji)和產(chan)業一體化。

——堅持改革(ge)引領。堅(jian)持系統觀念、遵循(xun)市(shi)場邏(luo)輯,改革科(ke)研(yan)項(xiang)目立項(xiang)、組織實施、評價和科(ke)技獎(jiang)勵等(deng)體制機制,充分調(diao)動企業、高等(deng)學校、科(ke)研(yan)院所等(deng)各類(lei)創新主(zhu)體的(de)積極性,營(ying)造動力(li)強勁、活力(li)迸發的(de)創新生態。

——深(shen)化協同創新。發揮各類(lei)創新(xin)主(zhu)體優勢,推(tui)動形成(cheng)以企業為(wei)主(zhu)體,高(gao)等學(xue)校、科研院所、用戶單位、金融及專(zhuan)業服務(wu)機構(gou)高(gao)效協同的(de)創新(xin)體系(xi)。支持企業加強對外創新(xin)合作,積(ji)極融入全球創新(xin)網(wang)絡,推(tui)動各類(lei)創新(xin)資源(yuan)向(xiang)安(an)徽集聚。

到(dao)2027年,以(yi)企(qi)業(ye)為主體的科技創新(xin)體系基本形(xing)成,企(qi)業(ye)創新(xin)生態居全(quan)(quan)國前列,涌現(xian)出一批全(quan)(quan)國著名(ming)的科技企(qi)業(ye)和創新(xin)產品,形(xing)成省(sheng)內企(qi)業(ye)競(jing)(jing)相(xiang)創新(xin)、省(sheng)外創新(xin)資源競(jing)(jing)相(xiang)入皖的生動局(ju)面。

——科技企(qi)業(ye)隊伍日益壯大。“科技(ji)(ji)型中(zhong)小(xiao)(xiao)企(qi)(qi)業—高(gao)新技(ji)(ji)術企(qi)(qi)業—上市高(gao)新技(ji)(ji)術企(qi)(qi)業—科技(ji)(ji)領軍企(qi)(qi)業”梯次培育體系更(geng)加完(wan)善,科技(ji)(ji)領軍企(qi)(qi)業、上市高(gao)新技(ji)(ji)術企(qi)(qi)業、高(gao)新技(ji)(ji)術企(qi)(qi)業、科技(ji)(ji)型中(zhong)小(xiao)(xiao)企(qi)(qi)業分別達50家、180家、30000家、50000家,數量居(ju)全國前列。

——企業(ye)科技創新能力顯著提升。研(yan)發投(tou)入85%左右(you)源于企(qi)(qi)業(ye)(ye),研(yan)發人員85%左右(you)集中在企(qi)(qi)業(ye)(ye),研(yan)發機構85%左右(you)設在企(qi)(qi)業(ye)(ye),發明專利85%左右(you)出自(zi)企(qi)(qi)業(ye)(ye),企(qi)(qi)業(ye)(ye)關鍵核心技術難題得到有效解決,規模以(yi)上高新(xin)技術產(chan)業(ye)(ye)增加(jia)值對規模以(yi)上工業(ye)(ye)增加(jia)值的貢獻率(lv)達80%以(yi)上。

——科技創新(xin)體(ti)系協同高效(xiao)。科(ke)技力量結構(gou)布局更(geng)加合理,企業(ye)與高等(deng)學(xue)校、科(ke)研院(yuan)所等(deng)協同創新更(geng)加緊密,大中(zhong)小微企業(ye)協同創新、產業(ye)鏈上中(zhong)下游有效銜接、產學(xue)研用深度融(rong)合格局基本形(xing)成,以(yi)企業(ye)為主體的科(ke)技創新體系整體效能顯著增強。

二(er)、重點任務

(一)壯大科技企業隊伍。

1.實施科技領軍企業培育建設行動。培育招引一批核心技(ji)(ji)術(shu)(shu)突出、產業鏈帶動(dong)能力(li)強、具備全(quan)(quan)球(qiu)競爭力(li)的科技(ji)(ji)領(ling)(ling)軍(jun)(jun)企(qi)業。支(zhi)持(chi)科技(ji)(ji)領(ling)(ling)軍(jun)(jun)企(qi)業承(cheng)擔重大科研任務(wu),爭創(chuang)全(quan)(quan)國(guo)(guo)重點實驗室、國(guo)(guo)家技(ji)(ji)術(shu)(shu)創(chuang)新(xin)中心等(deng)國(guo)(guo)家級創(chuang)新(xin)平臺,實現(xian)省(sheng)產業創(chuang)新(xin)研究(jiu)院動(dong)態“全(quan)(quan)覆蓋(gai)”,組建體(ti)系化、任務(wu)型創(chuang)新(xin)聯合體(ti)和(he)產業技(ji)(ji)術(shu)(shu)創(chuang)新(xin)戰略聯盟。支(zhi)持(chi)科技(ji)(ji)領(ling)(ling)軍(jun)(jun)企(qi)業加大基(ji)礎(chu)(chu)研究(jiu)投入,參與重大科技(ji)(ji)基(ji)礎(chu)(chu)設(she)施建設(she),申報省(sheng)自然科學基(ji)金。(責任單位:省(sheng)科技(ji)(ji)廳,配(pei)合單位:省(sheng)發展改革委、省(sheng)工(gong)業和(he)信息化廳)

2.實(shi)施科技(ji)企業(ye)上(shang)市培育建設行(xing)動。遴選扶(fu)持一批創(chuang)新能力強(qiang)、成長(chang)速(su)度快、發展潛力大、上(shang)市意(yi)愿強(qiang)的科(ke)(ke)技企(qi)(qi)(qi)業(ye),開展精準服務(wu),提升企(qi)(qi)(qi)業(ye)科(ke)(ke)創(chuang)屬性。落實好財政(zheng)、稅收、金(jin)融等政(zheng)策,推(tui)(tui)動(dong)企(qi)(qi)(qi)業(ye)規(gui)范化股改,登陸科(ke)(ke)創(chuang)板(ban)等資本(ben)市場做大做強(qiang)。強(qiang)化上(shang)市輔導(dao),推(tui)(tui)動(dong)企(qi)(qi)(qi)業(ye)入(ru)駐滬(hu)深北交(jiao)易所(suo)(suo)安(an)徽(hui)服務(wu)基地,納入(ru)交(jiao)易所(suo)(suo)重點(dian)輔導(dao)范圍,“一企(qi)(qi)(qi)一策”制定上(shang)市輔導(dao)方案。全面推(tui)(tui)行(xing)企(qi)(qi)(qi)業(ye)公共信用報(bao)告代替無違法違規(gui)證明改革。(責任單(dan)位:省委金(jin)融辦,配合(he)單(dan)位:省科(ke)(ke)技廳(ting)、省財政(zheng)廳(ting)、人(ren)行(xing)安(an)徽(hui)省分(fen)行(xing)、國家金(jin)融監督管理(li)總局(ju)安(an)徽(hui)監管局(ju))

3.實施獨角獸企業培(pei)育行(xing)動。聚焦新(xin)領域和(he)(he)新(xin)賽道,加大發掘(jue)擁有“獨(du)門絕技”“硬核科(ke)技”的獨(du)角獸(潛(qian)在(zai))企(qi)(qi)(qi)業(ye),建立獨(du)角獸(潛(qian)在(zai))企(qi)(qi)(qi)業(ye)培育庫,統(tong)籌項目、基金(jin)、人才、平臺、場景等(deng)創新(xin)資源,“一(yi)企(qi)(qi)(qi)一(yi)策”精準(zhun)服務。鼓勵國內外投(tou)資機構、咨詢機構、孵化(hua)器(qi)、社會(hui)組織等(deng)專業(ye)機構積極(ji)挖掘(jue)和(he)(he)培育獨(du)角獸(潛(qian)在(zai))企(qi)(qi)(qi)業(ye),并根據機構發揮(hui)的作用(yong)和(he)(he)成效(xiao)給予支(zhi)持(chi)。(責任單位:省(sheng)科(ke)技廳,配合(he)單位:省(sheng)發展改革委、省(sheng)工業(ye)和(he)(he)信息(xi)化(hua)廳、省(sheng)委金(jin)融辦)

4.實施高新技術企業和科技型中小企業“雙倍增”行動。全面落(luo)實研發費(fei)用加計扣除、高(gao)新(xin)技術(shu)企(qi)業(ye)稅收優惠等政(zheng)策,實行“免申即享”“即申即享”。(責任單位:省(sheng)(sheng)稅務(wu)(wu)局,配(pei)合(he)單位:省(sheng)(sheng)科技廳)建(jian)立高(gao)新(xin)技術(shu)企(qi)業(ye)互(hu)認機(ji)制,簡化外地(di)(di)整體搬(ban)遷(qian)來(lai)皖高(gao)新(xin)技術(shu)企(qi)業(ye)落(luo)地(di)(di)程序。(責任單位:省(sheng)(sheng)科技廳,配(pei)合(he)單位:省(sheng)(sheng)財(cai)政(zheng)廳、省(sheng)(sheng)稅務(wu)(wu)局)細化目標(biao)任務(wu)(wu),建(jian)立定期通報機(ji)制。(責任單位:省(sheng)(sheng)科技廳,配(pei)合(he)單位:省(sheng)(sheng)財(cai)政(zheng)廳、省(sheng)(sheng)稅務(wu)(wu)局)

(二)提升(sheng)企(qi)業科技創新能(neng)力。

5.建強企(qi)業科(ke)技人才(cai)隊伍。對企(qi)業(ye)引進(jin)的(de)海外(wai)高(gao)層(ceng)次人(ren)才(cai)和(he)(he)急需(xu)緊缺人(ren)才(cai),可通(tong)過“綠(lv)色通(tong)道(dao)”進(jin)行職稱評審和(he)(he)人(ren)才(cai)層(ceng)次認定。支(zhi)(zhi)持(chi)企(qi)業(ye)精準招引“高(gao)精尖(jian)”產業(ye)人(ren)才(cai)和(he)(he)優(you)秀(xiu)技(ji)(ji)能人(ren)才(cai)。實施“青年俊才(cai)”“萬(wan)名博士(shi)后(hou)聚江淮”“菁英學子”等計(ji)劃(hua),加大省(sheng)(sheng)級人(ren)才(cai)工程和(he)(he)省(sheng)(sheng)自然科(ke)學基(ji)金對企(qi)業(ye)科(ke)技(ji)(ji)人(ren)才(cai)支(zhi)(zhi)持(chi)力度。(責(ze)任(ren)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)人(ren)力資(zi)源社(she)會(hui)保(bao)障(zhang)廳(ting)(ting),配合(he)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)委組織(zhi)部、省(sheng)(sheng)科(ke)技(ji)(ji)廳(ting)(ting)、省(sheng)(sheng)工業(ye)和(he)(he)信(xin)息(xi)化廳(ting)(ting))支(zhi)(zhi)持(chi)企(qi)業(ye)采取“全職引進(jin)+柔性合(he)作+共享(xiang)共用(yong)”方(fang)式(shi),推廣(guang)“星期(qi)天(tian)工程師(shi)”等模式(shi),引進(jin)國內外(wai)優(you)秀(xiu)工程師(shi)。(責(ze)任(ren)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)人(ren)力資(zi)源社(she)會(hui)保(bao)障(zhang)廳(ting)(ting),配合(he)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)教育廳(ting)(ting)、省(sheng)(sheng)科(ke)技(ji)(ji)廳(ting)(ting)、省(sheng)(sheng)工業(ye)和(he)(he)信(xin)息(xi)化廳(ting)(ting))支(zhi)(zhi)持(chi)企(qi)業(ye)與(yu)國內外(wai)院(yuan)士(shi)合(he)作設立省(sheng)(sheng)院(yuan)士(shi)工作站。(責(ze)任(ren)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)科(ke)技(ji)(ji)廳(ting)(ting),配合(he)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)財政廳(ting)(ting))支(zhi)(zhi)持(chi)企(qi)業(ye)建設“研發(fa)飛地”,在省(sheng)(sheng)外(wai)(海外(wai))全資(zi)設立的(de)研發(fa)機構、省(sheng)(sheng)級備案認定的(de)離岸創新創業(ye)基(ji)地全職聘用(yong)的(de)人(ren)才(cai),享(xiang)受在皖人(ren)才(cai)相關政策。(責(ze)任(ren)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)科(ke)技(ji)(ji)廳(ting)(ting),配合(he)單(dan)(dan)位(wei)(wei):省(sheng)(sheng)財政廳(ting)(ting)、省(sheng)(sheng)人(ren)力資(zi)源社(she)會(hui)保(bao)障(zhang)廳(ting)(ting)、省(sheng)(sheng)商務廳(ting)(ting))

6.支持企業建設高能級創新平臺。加強企(qi)(qi)業(ye)(ye)(ye)主導(dao)的省(sheng)(sheng)(sheng)產業(ye)(ye)(ye)創(chuang)(chuang)新(xin)(xin)研(yan)(yan)究院(技(ji)術(shu)創(chuang)(chuang)新(xin)(xin)中(zhong)(zhong)(zhong)心(xin)、產業(ye)(ye)(ye)創(chuang)(chuang)新(xin)(xin)中(zhong)(zhong)(zhong)心(xin)、制造業(ye)(ye)(ye)創(chuang)(chuang)新(xin)(xin)中(zhong)(zhong)(zhong)心(xin))、省(sheng)(sheng)(sheng)重點(dian)實(shi)驗(yan)室、省(sheng)(sheng)(sheng)企(qi)(qi)業(ye)(ye)(ye)研(yan)(yan)發(fa)中(zhong)(zhong)(zhong)心(xin)(工(gong)程(cheng)研(yan)(yan)究中(zhong)(zhong)(zhong)心(xin)、企(qi)(qi)業(ye)(ye)(ye)技(ji)術(shu)中(zhong)(zhong)(zhong)心(xin))建(jian)(jian)(jian)設(she)(she),積極爭創(chuang)(chuang)國(guo)家(jia)級(ji)創(chuang)(chuang)新(xin)(xin)平(ping)臺(tai)(tai)。原則上新(xin)(xin)獲批(pi)的省(sheng)(sheng)(sheng)產業(ye)(ye)(ye)創(chuang)(chuang)新(xin)(xin)平(ping)臺(tai)(tai)80%以上由企(qi)(qi)業(ye)(ye)(ye)牽頭(tou)組(zu)建(jian)(jian)(jian),省(sheng)(sheng)(sheng)按(an)照(zhao)規定(ding)統籌給予資(zi)金獎補、科(ke)(ke)研(yan)(yan)項目等支持。支持龍頭(tou)企(qi)(qi)業(ye)(ye)(ye)牽頭(tou),聯合產業(ye)(ye)(ye)鏈上下游企(qi)(qi)業(ye)(ye)(ye)、高校(xiao)院所、投融資(zi)機構等共(gong)同(tong)建(jian)(jian)(jian)設(she)(she)省(sheng)(sheng)(sheng)產業(ye)(ye)(ye)創(chuang)(chuang)新(xin)(xin)研(yan)(yan)究院,服務行業(ye)(ye)(ye)創(chuang)(chuang)新(xin)(xin)發(fa)展。支持有(you)條件的企(qi)(qi)業(ye)(ye)(ye)聯合省(sheng)(sheng)(sheng)內外相關優(you)勢高校(xiao)院所,共(gong)建(jian)(jian)(jian)省(sheng)(sheng)(sheng)重點(dian)實(shi)驗(yan)室等創(chuang)(chuang)新(xin)(xin)平(ping)臺(tai)(tai),提升企(qi)(qi)業(ye)(ye)(ye)源頭(tou)創(chuang)(chuang)新(xin)(xin)能力。完善科(ke)(ke)技(ji)研(yan)(yan)發(fa)“沿(yan)途下蛋”機制,建(jian)(jian)(jian)設(she)(she)前沿(yan)技(ji)術(shu)概(gai)念驗(yan)證中(zhong)(zhong)(zhong)心(xin),支持企(qi)(qi)業(ye)(ye)(ye)建(jian)(jian)(jian)設(she)(she)科(ke)(ke)技(ji)成果轉化(hua)中(zhong)(zhong)(zhong)試(培育(yu))基地(di)。(責任單位:省(sheng)(sheng)(sheng)科(ke)(ke)技(ji)廳(ting),配合單位:省(sheng)(sheng)(sheng)發(fa)展改(gai)革委(wei)、省(sheng)(sheng)(sheng)教(jiao)育(yu)廳(ting)、省(sheng)(sheng)(sheng)工(gong)業(ye)(ye)(ye)和信(xin)息化(hua)廳(ting)、省(sheng)(sheng)(sheng)財(cai)政廳(ting))

7.實施規上重(zhong)點制造業(ye)企(qi)業(ye)無研(yan)發機構和無研(yan)發活動“兩清零(ling)”行(xing)動。持續推動(dong)年主營業(ye)(ye)務收入5億(yi)元以上無研(yan)發(fa)(fa)機(ji)構、1億(yi)元以上無研(yan)發(fa)(fa)活(huo)動(dong)的規(gui)上重(zhong)點制造業(ye)(ye)企業(ye)(ye)清零(ling),運用科技創新券給(gei)予(yu)清零(ling)企業(ye)(ye)支持。編制企業(ye)(ye)研(yan)發(fa)(fa)機(ji)構建設和評價(jia)指南。完善省(sheng)、市、縣科技部門三級聯動(dong)服(fu)務企業(ye)(ye)機(ji)制,加快推進清零(ling)“雙(shuang)無企業(ye)(ye)名單(dan)”制度。(責任單(dan)位:省(sheng)科技廳,配合單(dan)位:省(sheng)財(cai)政廳、省(sheng)工業(ye)(ye)和信(xin)息化廳、省(sheng)統計局(ju))

8.推動儀器設備向企業(ye)開放共享。加大高校院所科(ke)(ke)學(xue)儀(yi)器(qi)設備(bei)、重大科(ke)(ke)技基礎(chu)設施和專利基礎(chu)信息資源以及科(ke)(ke)學(xue)數據、工程實驗數據等向企業開(kai)放力度。探(tan)索大型(xing)科(ke)(ke)學(xue)儀(yi)器(qi)設備(bei)“企業買、社會用(yong)”共享(xiang)(xiang)(xiang)共用(yong)機制。推動省(sheng)大型(xing)科(ke)(ke)學(xue)儀(yi)器(qi)設備(bei)共享(xiang)(xiang)(xiang)服務平臺與(yu)長三角(jiao)大型(xing)科(ke)(ke)學(xue)儀(yi)器(qi)設施共享(xiang)(xiang)(xiang)服務平臺互聯(lian)互通。(責任單位(wei):省(sheng)科(ke)(ke)技廳,配合單位(wei):省(sheng)發展(zhan)改革(ge)委、省(sheng)教育(yu)廳、省(sheng)財政廳)

三、創(chuang)新(xin)體制機制

(一)改革(ge)科研項目立項機制。聚焦產業(ye)(ye)重(zhong)大關鍵“卡(ka)點(dian)”和未來(lai)發展(zhan)制(zhi)(zhi)高(gao)點(dian),建(jian)立(li)“自(zi)上而(er)下”和“自(zi)下而(er)上”相(xiang)結(jie)合的科(ke)(ke)研(yan)項(xiang)目選題凝練機(ji)制(zhi)(zhi),梳理(li)“卡(ka)點(dian)”“堵點(dian)”難題,形成(cheng)重(zhong)大攻關任(ren)務清(qing)單(dan),實行(xing)(xing)清(qing)單(dan)化(hua)、閉環式(shi)管理(li)。探索“以賽代評”立(li)項(xiang)評價模式(shi)。組建(jian)省(sheng)(sheng)科(ke)(ke)技(ji)(ji)創(chuang)新戰略咨詢委員(yuan)會,吸(xi)納企業(ye)(ye)家(jia)參(can)與(yu)研(yan)究制(zhi)(zhi)定規劃(hua)、計劃(hua)、政(zheng)策(ce)等。分行(xing)(xing)業(ye)(ye)成(cheng)立(li)專(zhuan)家(jia)咨詢委員(yuan)會,來(lai)自(zi)企業(ye)(ye)專(zhuan)家(jia)占比(bi)不低于50%。產業(ye)(ye)創(chuang)新類科(ke)(ke)技(ji)(ji)計劃(hua)項(xiang)目來(lai)自(zi)企業(ye)(ye)技(ji)(ji)術需求數(shu)不低于80%。建(jian)立(li)長(chang)周期(qi)重(zhong)大科(ke)(ke)研(yan)項(xiang)目立(li)項(xiang)機(ji)制(zhi)(zhi),對階(jie)段評價優秀的,給(gei)予(yu)接續穩定支(zhi)持。(責任(ren)單(dan)位:省(sheng)(sheng)科(ke)(ke)技(ji)(ji)廳,配合單(dan)位:省(sheng)(sheng)發展(zhan)改(gai)革(ge)委、省(sheng)(sheng)工業(ye)(ye)和信息(xi)化(hua)廳、省(sheng)(sheng)財政(zheng)廳、省(sheng)(sheng)農(nong)業(ye)(ye)農(nong)村廳)

(二)改革科(ke)研項目組織(zhi)實施機制。支持(chi)企(qi)(qi)業(ye)牽(qian)頭(tou)(tou)承(cheng)擔科(ke)研項(xiang)目(mu),產(chan)業(ye)創新(xin)類(lei)科(ke)技計劃項(xiang)目(mu)原則(ze)上由企(qi)(qi)業(ye)牽(qian)頭(tou)(tou)承(cheng)擔。將項(xiang)目(mu)主導權(quan)(quan)賦予企(qi)(qi)業(ye),構建由龍頭(tou)(tou)企(qi)(qi)業(ye)牽(qian)頭(tou)(tou)整合(he)高校院所、產(chan)業(ye)鏈上下游企(qi)(qi)業(ye)的協同攻關機制(zhi)(zhi)。改革項(xiang)目(mu)管(guan)理(li)方式,強(qiang)化(hua)“軍(jun)令狀”、責(ze)(ze)任書制(zhi)(zhi)度。賦予企(qi)(qi)業(ye)技術路(lu)線制(zhi)(zhi)定權(quan)(quan)、攻關任務分(fen)解權(quan)(quan)、參(can)與單位決定權(quan)(quan)。改革項(xiang)目(mu)經費管(guan)理(li)制(zhi)(zhi)度,探索實行項(xiang)目(mu)經費“包干制(zhi)(zhi)+負面清單”制(zhi)(zhi)度。(責(ze)(ze)任單位:省(sheng)科(ke)技廳(ting),配合(he)單位:省(sheng)發展改革委(wei)、省(sheng)工業(ye)和信息化(hua)廳(ting)、省(sheng)財政廳(ting)、省(sheng)農業(ye)農村廳(ting))

(三(san))改革科研項目(mu)評價機制(zhi)。建(jian)(jian)立突出“質量、績(ji)(ji)效、貢獻”導向(xiang)的(de)項(xiang)(xiang)目(mu)分類評(ping)(ping)價(jia)(jia)(jia)指(zhi)標(biao)體系,產(chan)業(ye)創新類科技(ji)計劃項(xiang)(xiang)目(mu)由企業(ye)牽(qian)頭(tou)評(ping)(ping)價(jia)(jia)(jia),評(ping)(ping)價(jia)(jia)(jia)結(jie)果作(zuo)為項(xiang)(xiang)目(mu)調整、后(hou)續支(zhi)持的(de)重要依據。按照“下游考核(he)上游、整機考核(he)部件、應(ying)(ying)用(yong)考核(he)技(ji)術、市場考核(he)產(chan)品”的(de)原則,賦予應(ying)(ying)用(yong)企業(ye)對項(xiang)(xiang)目(mu)“里程碑”考核(he)、績(ji)(ji)效評(ping)(ping)價(jia)(jia)(jia)、結(jie)題驗收(shou)的(de)“否決權”。建(jian)(jian)立省科技(ji)計劃項(xiang)(xiang)目(mu)成(cheng)果后(hou)評(ping)(ping)價(jia)(jia)(jia)制度,在項(xiang)(xiang)目(mu)驗收(shou)后(hou)3年內,不定期對成(cheng)果應(ying)(ying)用(yong)情況進行評(ping)(ping)價(jia)(jia)(jia)。(責任單位(wei):省科技(ji)廳(ting),配合單位(wei):省發展改(gai)革委、省工業(ye)和信息化(hua)廳(ting)、省財政廳(ting))

(五)改革創(chuang)新平臺(tai)建設管理機制。圍繞產(chan)業鏈創(chuang)(chuang)(chuang)新(xin)鏈,重(zhong)塑構建(jian)(jian)(jian)原(yuan)始(shi)創(chuang)(chuang)(chuang)新(xin)、技(ji)術創(chuang)(chuang)(chuang)新(xin)、產(chan)業創(chuang)(chuang)(chuang)新(xin)等(deng)(deng)梯次布(bu)局的企(qi)(qi)業創(chuang)(chuang)(chuang)新(xin)平(ping)臺體系。改革(ge)(ge)建(jian)(jian)(jian)設模式,探索建(jian)(jian)(jian)立(li)企(qi)(qi)業創(chuang)(chuang)(chuang)新(xin)平(ping)臺全周期培育機制(zhi)(zhi),以“揭榜掛帥”“競爭賽馬”等(deng)(deng)方式,支持(chi)企(qi)(qi)業牽頭建(jian)(jian)(jian)設重(zhong)大創(chuang)(chuang)(chuang)新(xin)平(ping)臺。改革(ge)(ge)支持(chi)方式,建(jian)(jian)(jian)立(li)財(cai)政資金(jin)(jin)、社會資本、專(zhuan)項基金(jin)(jin)等(deng)(deng)多元化(hua)投入機制(zhi)(zhi),加強(qiang)對企(qi)(qi)業創(chuang)(chuang)(chuang)新(xin)平(ping)臺的分類、穩定(ding)支持(chi),探索項目、資金(jin)(jin)、人(ren)才等(deng)(deng)資源(yuan)向(xiang)重(zhong)大創(chuang)(chuang)(chuang)新(xin)平(ping)臺一(yi)體化(hua)配(pei)置。改革(ge)(ge)評價(jia)機制(zhi)(zhi),強(qiang)化(hua)需求導向(xiang)、績(ji)效(xiao)導向(xiang),建(jian)(jian)(jian)立(li)“全流程、長(chang)周期、節點(dian)式”企(qi)(qi)業創(chuang)(chuang)(chuang)新(xin)平(ping)臺評價(jia)機制(zhi)(zhi),績(ji)效(xiao)考評結果作為財(cai)政資金(jin)(jin)支持(chi)的重(zhong)要依據。(責任(ren)單位:省科技(ji)廳(ting)(ting),配(pei)合單位:省發(fa)展改革(ge)(ge)委、省工業和(he)信(xin)息化(hua)廳(ting)(ting)、省財(cai)政廳(ting)(ting)、省委金(jin)(jin)融辦)

(七)改革科技獎勵機制。構建企(qi)業廣泛參與的科(ke)技獎(jiang)勵機制,發揮對企(qi)業創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)爭優的激勵作用。修(xiu)訂《安(an)徽(hui)(hui)省科(ke)學技術(shu)獎(jiang)勵辦法》,逐步加大對產業創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)類成果獎(jiang)勵力度,按規定在安(an)徽(hui)(hui)省科(ke)學技術(shu)獎(jiang)中探(tan)索設立產業創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)獎(jiang),對在產業創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)工(gong)作中作出重大貢獻(xian)的單位和個人予以(yi)褒揚(yang)激勵。優化(hua)科(ke)技獎(jiang)評審(shen)專家(jia)結構,產業創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)類成果評審(shen)專家(jia)中企(qi)業專家(jia)的比例不低(di)于50%。(責任單位:省科(ke)技廳)

(八)改(gai)革國有企業科(ke)技(ji)創(chuang)新激勵機制。建立(li)(li)(li)省(sheng)(sheng)屬重點工(gong)業企業法定代表人(ren)創新使命責(ze)(ze)任書(shu)制(zhi)度,強(qiang)化國(guo)(guo)(guo)(guo)有企業創新責(ze)(ze)任。建立(li)(li)(li)省(sheng)(sheng)屬國(guo)(guo)(guo)(guo)有企業研(yan)發投(tou)入(ru)持(chi)續增(zeng)長機制(zhi),支持(chi)建立(li)(li)(li)獨(du)立(li)(li)(li)核(he)算(suan)、免于(yu)增(zeng)值(zhi)保值(zhi)考核(he)的(de)研(yan)發準(zhun)備(bei)金制(zhi)度,每年國(guo)(guo)(guo)(guo)有資(zi)本經營預算(suan)安排(pai)20%左(zuo)右的(de)資(zi)金用于(yu)支持(chi)科(ke)技(ji)創新,研(yan)發投(tou)入(ru)可視同利(li)潤予以(yi)加回。承擔原創技(ji)術策源(yuan)任務(wu)的(de)省(sheng)(sheng)屬國(guo)(guo)(guo)(guo)有企業,按照國(guo)(guo)(guo)(guo)家規(gui)定對其(qi)科(ke)研(yan)人(ren)員實施的(de)現(xian)金激勵,據實列入(ru)工(gong)資(zi)總(zong)額單獨(du)管(guan)理,不作為工(gong)資(zi)總(zong)額預算(suan)基數。健全國(guo)(guo)(guo)(guo)有科(ke)技(ji)型和創新型企業中長期激勵機制(zhi),實施更為靈活的(de)股權和分(fen)紅激勵。(責(ze)(ze)任單位(wei):省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)委,配合單位(wei):省(sheng)(sheng)科(ke)技(ji)廳、省(sheng)(sheng)財政(zheng)廳、省(sheng)(sheng)人(ren)力資(zi)源(yuan)社會保障廳)

四、保(bao)障措施(shi)

省(sheng)委科技委將構(gou)建(jian)以企業為(wei)(wei)主(zhu)體的(de)科(ke)技創新體系(xi)作(zuo)(zuo)為(wei)(wei)重(zhong)要任務(wu),省委科(ke)技委辦公室加強統(tong)籌協調,對各(ge)(ge)地各(ge)(ge)單位工(gong)作(zuo)(zuo)開(kai)展(zhan)情況進行督(du)促(cu)指導(dao),發現問(wen)題及時(shi)推動整改(gai)。大(da)力弘揚科(ke)學家精神(shen)、企業家精神(shen)和(he)工(gong)匠精神(shen),加強科(ke)學技術普及宣傳教育。各(ge)(ge)相(xiang)關(guan)單位對照本實施(shi)方案(an)要求,認(ren)真梳理科(ke)研項(xiang)目(mu)、平臺、人(ren)才、資金、獎(jiang)勵、評價、考核等相(xiang)關(guan)政(zheng)策和(he)制度,對不符合(he)要求的(de)及時(shi)修訂。定期召開(kai)全(quan)省科(ke)技獎(jiang)勵大(da)會(hui)或科(ke)技創新大(da)會(hui),按規定對科(ke)技創新工(gong)作(zuo)(zuo)突(tu)出的(de)企業,高等學校(xiao),科(ke)研院所(suo),市、縣(市、區、開(kai)發區)和(he)園區等進行激(ji)勵。
