為深入貫徹落實黨(dang)的二十大精神(shen),推動制造業綠色(se)化(hua)(hua)發展,在落實碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和目標任務過程(cheng)中(zhong)鍛造新的產業競(jing)爭優(you)勢,加快建設現(xian)代(dai)化(hua)(hua)產業體系(xi),推進新型工(gong)業化(hua)(hua),提出如下意見。

一、總(zong)體要求

(一)指導思想

以習(xi)近平新(xin)時代中國特色(se)(se)社會主義思(si)想(xiang)為(wei)指導(dao),深入(ru)貫徹落實黨的(de)二(er)十大精神,立足新(xin)發(fa)展(zhan)(zhan)階(jie)段,完整、準(zhun)(zhun)確、全面貫徹新(xin)發(fa)展(zhan)(zhan)理念,加(jia)快(kuai)構建新(xin)發(fa)展(zhan)(zhan)格局,著(zhu)力(li)推動高(gao)(gao)質量發(fa)展(zhan)(zhan),以實現(xian)碳(tan)達(da)峰碳(tan)中和(he)目標(biao)為(wei)引領,改造升(sheng)級(ji)傳統(tong)產(chan)(chan)業(ye)(ye)(ye),鞏固提升(sheng)優勢產(chan)(chan)業(ye)(ye)(ye),加(jia)快(kuai)推動新(xin)興產(chan)(chan)業(ye)(ye)(ye)綠(lv)(lv)色(se)(se)高(gao)(gao)起點發(fa)展(zhan)(zhan),前瞻布局綠(lv)(lv)色(se)(se)低碳(tan)領域未來(lai)產(chan)(chan)業(ye)(ye)(ye),培(pei)育綠(lv)(lv)色(se)(se)化數(shu)字(zi)(zi)化服務化融合發(fa)展(zhan)(zhan)新(xin)業(ye)(ye)(ye)態,建立健全支撐制造業(ye)(ye)(ye)綠(lv)(lv)色(se)(se)發(fa)展(zhan)(zhan)的(de)技術(shu)、政策、標(biao)準(zhun)(zhun)、標(biao)桿培(pei)育體系,推動產(chan)(chan)業(ye)(ye)(ye)結構高(gao)(gao)端化、能源消(xiao)費低碳(tan)化、資(zi)源利用循環化、生產(chan)(chan)過程(cheng)清潔(jie)化、制造流程(cheng)數(shu)字(zi)(zi)化、產(chan)(chan)品(pin)供給綠(lv)(lv)色(se)(se)化全方位轉型(xing),構建綠(lv)(lv)色(se)(se)增長新(xin)引擎,鍛造綠(lv)(lv)色(se)(se)競爭新(xin)優勢,擦亮新(xin)型(xing)工(gong)業(ye)(ye)(ye)化生態底色(se)(se)。

(二)主要(yao)目標

到(dao)2030年(nian),制造業(ye)(ye)綠色(se)(se)(se)(se)低碳(tan)(tan)轉型成效顯(xian)著,傳統產業(ye)(ye)綠色(se)(se)(se)(se)發展(zhan)層級整體躍升,產業(ye)(ye)結構和布局明顯(xian)優化(hua),綠色(se)(se)(se)(se)低碳(tan)(tan)能源(yuan)利(li)用(yong)(yong)比例(li)顯(xian)著提(ti)(ti)高(gao)(gao),資源(yuan)綜合(he)利(li)用(yong)(yong)水(shui)平穩步(bu)提(ti)(ti)升,污染(ran)物和碳(tan)(tan)排(pai)放(fang)強(qiang)度明顯(xian)下降,碳(tan)(tan)排(pai)放(fang)總量實現達峰(feng),新興產業(ye)(ye)綠色(se)(se)(se)(se)增(zeng)長引(yin)擎作用(yong)(yong)更加(jia)突出,規模質(zhi)量進(jin)一步(bu)提(ti)(ti)升,綠色(se)(se)(se)(se)低碳(tan)(tan)產業(ye)(ye)比重顯(xian)著提(ti)(ti)高(gao)(gao),綠色(se)(se)(se)(se)融合(he)新業(ye)(ye)態不(bu)斷涌現,綠色(se)(se)(se)(se)發展(zhan)基(ji)礎(chu)能力(li)大幅提(ti)(ti)升,綠色(se)(se)(se)(se)低碳(tan)(tan)競爭力(li)進(jin)一步(bu)增(zeng)強(qiang),綠色(se)(se)(se)(se)發展(zhan)成為推進(jin)新型工業(ye)(ye)化(hua)的堅實基(ji)礎(chu)。

到2035年,制(zhi)造業綠色(se)發展(zhan)內(nei)生(sheng)動力(li)顯(xian)(xian)著增強,碳排放達峰(feng)后穩中(zhong)有降(jiang),碳中(zhong)和(he)能力(li)穩步提升,在全球(qiu)產業鏈供應(ying)鏈綠色(se)低碳競爭優(you)勢凸顯(xian)(xian),綠色(se)發展(zhan)成為新型(xing)工業化(hua)的普遍(bian)形態。

二(er)、加快傳統產業(ye)綠色低碳轉(zhuan)型(xing)升級

(三)推進傳(chuan)統(tong)產業(ye)綠色低碳優化(hua)重構。加(jia)快(kuai)傳統產(chan)業(ye)產(chan)品(pin)結構(gou)、用(yong)(yong)能(neng)結構(gou)、原(yuan)料(liao)(liao)結構(gou)優(you)化(hua)(hua)調整和工(gong)藝流程(cheng)再造,提(ti)升在全球分(fen)工(gong)中的(de)(de)地位和競爭力。實(shi)施“增品(pin)種、提(ti)品(pin)質(zhi)、創(chuang)品(pin)牌”行動(dong),推(tui)(tui)(tui)動(dong)產(chan)品(pin)向高(gao)(gao)端(duan)、智能(neng)、綠色、融(rong)合(he)(he)方(fang)向升級換代,推(tui)(tui)(tui)動(dong)形成品(pin)種更(geng)加(jia)豐富、品(pin)質(zhi)更(geng)加(jia)穩定、品(pin)牌更(geng)具(ju)影(ying)響力的(de)(de)供給體系。構(gou)建清潔高(gao)(gao)效(xiao)低(di)(di)碳的(de)(de)工(gong)業(ye)能(neng)源消(xiao)費結構(gou),實(shi)施煤(mei)炭(tan)分(fen)質(zhi)分(fen)級清潔高(gao)(gao)效(xiao)利(li)(li)用(yong)(yong)行動(dong),有(you)(you)序推(tui)(tui)(tui)進(jin)(jin)重(zhong)點用(yong)(yong)能(neng)行業(ye)煤(mei)炭(tan)減量(liang)替代;鼓勵具(ju)備條(tiao)件的(de)(de)企業(ye)、園(yuan)區建設工(gong)業(ye)綠色微電(dian)網,推(tui)(tui)(tui)進(jin)(jin)多(duo)能(neng)高(gao)(gao)效(xiao)互補利(li)(li)用(yong)(yong),就近大(da)規模高(gao)(gao)比例(li)利(li)(li)用(yong)(yong)可(ke)再生能(neng)源;加(jia)快(kuai)推(tui)(tui)(tui)進(jin)(jin)終(zhong)端(duan)用(yong)(yong)能(neng)電(dian)氣(qi)化(hua)(hua),拓寬電(dian)能(neng)替代領域,提(ti)升綠色電(dian)力消(xiao)納比例(li)。推(tui)(tui)(tui)進(jin)(jin)綠氫、低(di)(di)(無)揮發性有(you)(you)機物、再生資源、工(gong)業(ye)固(gu)廢等(deng)(deng)原(yuan)料(liao)(liao)替代,增強天然氣(qi)、乙烷、丙烷等(deng)(deng)原(yuan)料(liao)(liao)供應(ying)能(neng)力,提(ti)高(gao)(gao)綠色低(di)(di)碳原(yuan)料(liao)(liao)比重(zhong)。推(tui)(tui)(tui)廣鋼(gang)鐵(tie)、石化(hua)(hua)化(hua)(hua)工(gong)、有(you)(you)色金屬、紡織、機械等(deng)(deng)行業(ye)短(duan)流程(cheng)工(gong)藝技術。健(jian)全市場化(hua)(hua)法治化(hua)(hua)化(hua)(hua)解(jie)過剩產(chan)能(neng)長效(xiao)機制,依法依規推(tui)(tui)(tui)動(dong)落后產(chan)能(neng)退(tui)出。到(dao)2030年,主要再生資源循環利(li)(li)用(yong)(yong)量(liang)達(da)(da)(da)到(dao)5.1億噸(dun),大(da)宗工(gong)業(ye)固(gu)廢綜合(he)(he)利(li)(li)用(yong)(yong)率達(da)(da)(da)到(dao)62%,電(dian)解(jie)鋁(lv)使用(yong)(yong)可(ke)再生能(neng)源比例(li)達(da)(da)(da)到(dao)30%以上(shang),短(duan)流程(cheng)煉(lian)鋼(gang)比例(li)達(da)(da)(da)到(dao)20%以上(shang),合(he)(he)成氣(qi)一步法制烯烴、乙醇等(deng)(deng)短(duan)流程(cheng)合(he)(he)成技術實(shi)現規模化(hua)(hua)應(ying)用(yong)(yong)。

(四)加(jia)快傳統產(chan)業綠色低碳技術改造(zao)。定期(qi)更新(xin)(xin)發布制造(zao)(zao)(zao)(zao)業(ye)(ye)(ye)(ye)綠(lv)(lv)色(se)(se)低(di)(di)碳技(ji)(ji)術導向目錄(lu),遴選(xuan)推(tui)廣成(cheng)熟度(du)高、經濟性好、綠(lv)(lv)色(se)(se)成(cheng)效顯著的關(guan)鍵(jian)共性技(ji)(ji)術,推(tui)動(dong)企業(ye)(ye)(ye)(ye)、園(yuan)區、重(zhong)點行業(ye)(ye)(ye)(ye)全面實(shi)(shi)施(shi)新(xin)(xin)一輪(lun)綠(lv)(lv)色(se)(se)低(di)(di)碳技(ji)(ji)術改(gai)(gai)造(zao)(zao)(zao)(zao)升(sheng)(sheng)級。支(zhi)持大(da)型(xing)企業(ye)(ye)(ye)(ye)圍繞產品設計(ji)、制造(zao)(zao)(zao)(zao)、物流、使用(yong)、回收利用(yong)等全生命(ming)周期(qi)綠(lv)(lv)色(se)(se)低(di)(di)碳轉(zhuan)型(xing)需求(qiu),實(shi)(shi)施(shi)全流程系(xi)統化改(gai)(gai)造(zao)(zao)(zao)(zao)升(sheng)(sheng)級。充分(fen)發揮鏈(lian)主(zhu)企業(ye)(ye)(ye)(ye)帶(dai)動(dong)作用(yong),幫(bang)助產業(ye)(ye)(ye)(ye)鏈(lian)上下游中小企業(ye)(ye)(ye)(ye)找準綠(lv)(lv)色(se)(se)低(di)(di)碳轉(zhuan)型(xing)短板,有(you)計(ji)劃分(fen)步驟組(zu)織實(shi)(shi)施(shi)技(ji)(ji)術改(gai)(gai)造(zao)(zao)(zao)(zao)。鼓勵工(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)區、產業(ye)(ye)(ye)(ye)集(ji)(ji)聚區對標綠(lv)(lv)色(se)(se)工(gong)(gong)業(ye)(ye)(ye)(ye)園(yuan)區建設要求(qiu),開(kai)展布局集(ji)(ji)聚化、結構綠(lv)(lv)色(se)(se)化、鏈(lian)接生態化整體(ti)改(gai)(gai)造(zao)(zao)(zao)(zao)升(sheng)(sheng)級,組(zu)織園(yuan)區內企業(ye)(ye)(ye)(ye)持續實(shi)(shi)施(shi)綠(lv)(lv)色(se)(se)低(di)(di)碳技(ji)(ji)術改(gai)(gai)造(zao)(zao)(zao)(zao)。支(zhi)持行業(ye)(ye)(ye)(ye)協會制定重(zhong)點行業(ye)(ye)(ye)(ye)改(gai)(gai)造(zao)(zao)(zao)(zao)升(sheng)(sheng)級計(ji)劃,鼓勵地方開(kai)展環保(bao)(bao)績效創A行動(dong),提升(sheng)(sheng)行業(ye)(ye)(ye)(ye)環保(bao)(bao)治(zhi)理水平(ping)。

(五)引導區域綠色低碳優(you)化布局(ju)。堅持(chi)(chi)全國一(yi)盤棋(qi),綜(zong)合(he)(he)考慮區(qu)(qu)域(yu)(yu)產業(ye)(ye)(ye)基礎、資(zi)源(yuan)(yuan)稟賦、環(huan)境(jing)承(cheng)載力(li)等(deng)(deng)因素,推動傳統(tong)產業(ye)(ye)(ye)形(xing)成(cheng)集(ji)群化(hua)(hua)、差(cha)異化(hua)(hua)的綠(lv)色(se)(se)低(di)碳轉型新(xin)格局。落(luo)實(shi)京津冀協(xie)同(tong)發(fa)(fa)展(zhan)(zhan)、長(chang)江經濟帶發(fa)(fa)展(zhan)(zhan)、粵(yue)港(gang)澳(ao)大(da)灣區(qu)(qu)建(jian)(jian)(jian)設、長(chang)三角一(yi)體(ti)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)、黃河(he)流域(yu)(yu)生(sheng)(sheng)態(tai)保護和高質量發(fa)(fa)展(zhan)(zhan)等(deng)(deng)區(qu)(qu)域(yu)(yu)重(zhong)(zhong)大(da)戰略定位,把綠(lv)色(se)(se)發(fa)(fa)展(zhan)(zhan)和產業(ye)(ye)(ye)轉型結(jie)合(he)(he)起(qi)來,加強(qiang)跨區(qu)(qu)域(yu)(yu)產業(ye)(ye)(ye)分工合(he)(he)作、科(ke)技協(xie)同(tong)創(chuang)新(xin)、要素優化(hua)(hua)配置(zhi)。發(fa)(fa)揮地(di)區(qu)(qu)特色(se)(se)和優勢,綜(zong)合(he)(he)平(ping)(ping)(ping)衡生(sheng)(sheng)產力(li)、能源(yuan)(yuan)、資(zi)源(yuan)(yuan)、市場需(xu)求等(deng)(deng)要素,支持(chi)(chi)中西(xi)部(bu)和東北地(di)區(qu)(qu)有序承(cheng)接產業(ye)(ye)(ye)轉移,避免低(di)水(shui)平(ping)(ping)(ping)重(zhong)(zhong)復建(jian)(jian)(jian)設。嚴格落(luo)實(shi)生(sheng)(sheng)態(tai)環(huan)境(jing)分區(qu)(qu)管控要求,在符合(he)(he)環(huan)保、能耗、水(shui)耗、安全生(sheng)(sheng)產等(deng)(deng)標準(zhun)要求的前提(ti)(ti)下,穩(wen)妥有序推動高載能行業(ye)(ye)(ye)向(xiang)西(xi)部(bu)清潔(jie)能源(yuan)(yuan)優勢地(di)區(qu)(qu)轉移。嚴格項目準(zhun)入,堅決(jue)遏制高耗能、高排放、低(di)水(shui)平(ping)(ping)(ping)項目盲(mang)目上馬。推動區(qu)(qu)域(yu)(yu)產業(ye)(ye)(ye)綠(lv)色(se)(se)協(xie)同(tong)提(ti)(ti)升,重(zhong)(zhong)點發(fa)(fa)展(zhan)(zhan)鋼化(hua)(hua)聯產、煉化(hua)(hua)一(yi)體(ti)化(hua)(hua)、林漿紙(zhi)一(yi)體(ti)化(hua)(hua)、以化(hua)(hua)固(gu)碳等(deng)(deng)產業(ye)(ye)(ye)耦(ou)合(he)(he)模(mo)(mo)式,以及冶金和建(jian)(jian)(jian)材等(deng)(deng)行業(ye)(ye)(ye)協(xie)同(tong)處置(zhi)生(sheng)(sheng)活垃圾、向(xiang)城鎮居民供熱(re)等(deng)(deng)產城融合(he)(he)模(mo)(mo)式,鼓勵有條件的地(di)區(qu)(qu)加強(qiang)資(zi)源(yuan)(yuan)耦(ou)合(he)(he)和循環(huan)利用,加快(kuai)建(jian)(jian)(jian)設“無廢企(qi)業(ye)(ye)(ye)”“無廢園區(qu)(qu)”“無廢城市”。

三、推動新興產業綠色低碳高起(qi)點(dian)發展

(六)加(jia)快補齊新興產業(ye)綠色低碳短板弱(ruo)項(xiang)。聚焦制(zhi)約(yue)新(xin)(xin)興產(chan)(chan)(chan)業(ye)綠(lv)(lv)色發(fa)(fa)(fa)(fa)展(zhan)的(de)瓶頸環節(jie),加(jia)快補齊短板弱(ruo)項,著(zhu)力(li)解(jie)決(jue)新(xin)(xin)興產(chan)(chan)(chan)業(ye)可(ke)持續(xu)發(fa)(fa)(fa)(fa)展(zhan)的(de)后顧之憂。在(zai)(zai)新(xin)(xin)一代信息技(ji)術(shu)(shu)(shu)領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),引導(dao)數據中心擴大綠(lv)(lv)色能(neng)源(yuan)(yuan)利(li)(li)用(yong)(yong)(yong)比例(li),推(tui)(tui)動(dong)(dong)(dong)低功耗芯片等(deng)(deng)(deng)技(ji)術(shu)(shu)(shu)產(chan)(chan)(chan)品(pin)應(ying)用(yong)(yong)(yong),探(tan)索構建市場導(dao)向的(de)綠(lv)(lv)色低碳算力(li)應(ying)用(yong)(yong)(yong)體系。在(zai)(zai)新(xin)(xin)能(neng)源(yuan)(yuan)領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),加(jia)快廢(fei)(fei)舊光伏組(zu)件、風力(li)發(fa)(fa)(fa)(fa)電(dian)(dian)機組(zu)葉(xie)片等(deng)(deng)(deng)新(xin)(xin)型(xing)固(gu)廢(fei)(fei)綜合(he)利(li)(li)用(yong)(yong)(yong)技(ji)術(shu)(shu)(shu)研(yan)發(fa)(fa)(fa)(fa)及產(chan)(chan)(chan)業(ye)化(hua)(hua)(hua)(hua)應(ying)用(yong)(yong)(yong)。在(zai)(zai)新(xin)(xin)能(neng)源(yuan)(yuan)汽車(che)領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),完善(shan)廢(fei)(fei)舊動(dong)(dong)(dong)力(li)電(dian)(dian)池(chi)綜合(he)利(li)(li)用(yong)(yong)(yong)體系,推(tui)(tui)動(dong)(dong)(dong)規(gui)范化(hua)(hua)(hua)(hua)回收、分(fen)級(ji)資(zi)源(yuan)(yuan)化(hua)(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong)。在(zai)(zai)新(xin)(xin)材料領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),開(kai)展(zhan)共伴生礦與尾(wei)礦集(ji)約(yue)化(hua)(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong)、工(gong)業(ye)固(gu)廢(fei)(fei)規(gui)模化(hua)(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong)、再(zai)生資(zi)源(yuan)(yuan)高(gao)值化(hua)(hua)(hua)(hua)利(li)(li)用(yong)(yong)(yong)等(deng)(deng)(deng)技(ji)術(shu)(shu)(shu)研(yan)發(fa)(fa)(fa)(fa)和(he)應(ying)用(yong)(yong)(yong),提升稀土、稀有金屬等(deng)(deng)(deng)戰略性礦產(chan)(chan)(chan)資(zi)源(yuan)(yuan)保(bao)障能(neng)力(li)。在(zai)(zai)高(gao)端裝(zhuang)備(bei)領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),加(jia)快增材制(zhi)造、柔性成(cheng)型(xing)、無損檢(jian)測和(he)拆解(jie)等(deng)(deng)(deng)關鍵(jian)再(zai)制(zhi)造技(ji)術(shu)(shu)(shu)創(chuang)新(xin)(xin)與產(chan)(chan)(chan)業(ye)化(hua)(hua)(hua)(hua)應(ying)用(yong)(yong)(yong),推(tui)(tui)動(dong)(dong)(dong)高(gao)技(ji)術(shu)(shu)(shu)含量、高(gao)附加(jia)值裝(zhuang)備(bei)開(kai)展(zhan)再(zai)制(zhi)造。在(zai)(zai)環保(bao)裝(zhuang)備(bei)領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),針(zhen)對新(xin)(xin)污染物(wu)治理等(deng)(deng)(deng)新(xin)(xin)需求(qiu)加(jia)強關鍵(jian)核心技(ji)術(shu)(shu)(shu)攻(gong)關。在(zai)(zai)航(hang)(hang)空航(hang)(hang)天領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),積極發(fa)(fa)(fa)(fa)展(zhan)電(dian)(dian)動(dong)(dong)(dong)飛機等(deng)(deng)(deng)新(xin)(xin)能(neng)源(yuan)(yuan)航(hang)(hang)空器。在(zai)(zai)船(chuan)舶與海洋工(gong)程裝(zhuang)備(bei)領(ling)(ling)域(yu)(yu)(yu)(yu)(yu),加(jia)快液(ye)化(hua)(hua)(hua)(hua)天然氣(qi)(LNG)、甲醇、氨(an)、電(dian)(dian)池(chi)等(deng)(deng)(deng)動(dong)(dong)(dong)力(li)形(xing)式的(de)綠(lv)(lv)色智能(neng)船(chuan)舶研(yan)制(zhi)及示(shi)范應(ying)用(yong)(yong)(yong),推(tui)(tui)廣內(nei)河、近海船(chuan)舶電(dian)(dian)氣(qi)化(hua)(hua)(hua)(hua)改(gai)造工(gong)程試點。

(十四)健(jian)全(quan)綠色低碳標準體(ti)系。強化(hua)(hua)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)頂(ding)層設計和規范性管理,推動(dong)(dong)各級各類標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)銜接配套,加強標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)貫(guan)徹(che)實(shi)施(shi)和應用(yong)(yong)(yong)(yong)評估。發揮各有(you)關(guan)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)化(hua)(hua)技(ji)術組織(zhi)作用(yong)(yong)(yong)(yong),按照需求(qiu)導向、先進(jin)適用(yong)(yong)(yong)(yong)、急(ji)(ji)用(yong)(yong)(yong)(yong)先行的(de)原則,加快制(zhi)定碳(tan)排放基礎通用(yong)(yong)(yong)(yong)、核算與(yu)(yu)報(bao)告、低碳(tan)技(ji)術與(yu)(yu)裝(zhuang)備等國家(jia)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)、行業標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)和團(tuan)體標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),到2030年完(wan)成500項以(yi)上碳(tan)達峰急(ji)(ji)需標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)修訂(ding)。持續(xu)完(wan)善(shan)節能、節水、資源綜合利用(yong)(yong)(yong)(yong)、環保(bao)裝(zhuang)備標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),穩步升(sheng)級綠(lv)色(se)(se)工(gong)廠、綠(lv)色(se)(se)產品、綠(lv)色(se)(se)工(gong)業園(yuan)區、綠(lv)色(se)(se)供(gong)應鏈標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),協(xie)同推進(jin)數字(zi)賦(fu)能綠(lv)色(se)(se)低碳(tan)領域標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。加強國際(ji)(ji)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)研究和對比(bi)分析,推動(dong)(dong)先進(jin)國際(ji)(ji)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)在我(wo)國轉化(hua)(hua)應用(yong)(yong)(yong)(yong),積(ji)極參與(yu)(yu)國際(ji)(ji)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)規則制(zhi)定,推動(dong)(dong)我(wo)國綠(lv)色(se)(se)低碳(tan)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)轉化(hua)(hua)為國際(ji)(ji)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。

(十(shi)五)優化綠色低(di)碳(tan)標桿(gan)培育(yu)體系。發揮綠(lv)(lv)色(se)(se)低碳(tan)標桿的(de)(de)引(yin)領帶動(dong)作用(yong)(yong),構建(jian)綠(lv)(lv)色(se)(se)制造(zao)(zao)“綜合標桿”和細(xi)分領域(yu)“單項標桿”相(xiang)銜(xian)接的(de)(de)標桿培(pei)育體系,打(da)造(zao)(zao)制造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)綠(lv)(lv)色(se)(se)化發展(zhan)領軍力(li)量。制定綠(lv)(lv)色(se)(se)工(gong)廠(chang)梯度培(pei)育及管(guan)(guan)理辦(ban)法,發揮綠(lv)(lv)色(se)(se)工(gong)廠(chang)在制造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)綠(lv)(lv)色(se)(se)低碳(tan)轉型(xing)中(zhong)的(de)(de)基礎性和導向性作用(yong)(yong),縱向形(xing)成國家、省、市(shi)三級聯動(dong)的(de)(de)綠(lv)(lv)色(se)(se)工(gong)廠(chang)培(pei)育機制,橫(heng)向通(tong)過綠(lv)(lv)色(se)(se)工(gong)業(ye)(ye)(ye)(ye)(ye)園區、綠(lv)(lv)色(se)(se)供應鏈(lian)管(guan)(guan)理企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)帶動(dong)園區內、供應鏈(lian)上下游(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)創建(jian)綠(lv)(lv)色(se)(se)工(gong)廠(chang)。到2030年(nian),各級綠(lv)(lv)色(se)(se)工(gong)廠(chang)產值(zhi)占制造(zao)(zao)業(ye)(ye)(ye)(ye)(ye)總產值(zhi)比重超過40%。鼓勵綠(lv)(lv)色(se)(se)工(gong)廠(chang)進一步(bu)深挖節能(neng)(neng)降碳(tan)潛力(li),創建(jian)“零(ling)碳(tan)”工(gong)廠(chang)。深入開展(zhan)工(gong)業(ye)(ye)(ye)(ye)(ye)產品綠(lv)(lv)色(se)(se)設計(ji)示范企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)培(pei)育,不(bu)斷探(tan)索綠(lv)(lv)色(se)(se)低碳(tan)路徑和解決方案。持續遴(lin)選發布能(neng)(neng)效(xiao)(xiao)“領跑者(zhe)”、水效(xiao)(xiao)“領跑者(zhe)”、再(zai)生資源規范條(tiao)件(jian)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、環保裝備(bei)規范條(tiao)件(jian)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、工(gong)業(ye)(ye)(ye)(ye)(ye)廢(fei)水循(xun)環利用(yong)(yong)試點企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)園區等(deng),從工(gong)業(ye)(ye)(ye)(ye)(ye)全過程深挖能(neng)(neng)源資源節約潛力(li)。

六、組織(zhi)實施

(十六(liu))加強統籌協(xie)調。強化部門間協同合作(zuo),推動形成工作(zuo)合力,協調(diao)解決重大問題。加大對地方綠色低碳產業培育、技術(shu)改造升級、工業領域碳達峰等重點工作指導(dao)評估,鼓勵結合實際創新(xin)支持政策,合理設置政策過渡期(qi)。有關行業協會、專業智庫、第(di)三方機構(gou)積極發揮橋梁紐(niu)帶作用(yong),促進綠(lv)色低碳(tan)技(ji)術(shu)、產品和(he)服(fu)務推廣,助(zhu)力重點行業和(he)重要(yao)領域綠(lv)色低碳(tan)發展。

(十七)深化國際合作(zuo)。利(li)用現有(you)雙(shuang)多(duo)邊(bian)機制,加強綠(lv)(lv)色(se)(se)(se)發展戰略、規劃、政(zheng)策、標準(zhun)和(he)合格評定交流對接(jie)。深化與各國(guo)(guo)在綠(lv)(lv)色(se)(se)(se)技術、綠(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin)、綠(lv)(lv)色(se)(se)(se)裝備、綠(lv)(lv)色(se)(se)(se)服務以及產(chan)(chan)品(pin)碳足跡(ji)管理等方(fang)面的(de)交流與合作,推動我國(guo)(guo)新能(neng)源(yuan)、新能(neng)源(yuan)汽車(che)、綠(lv)(lv)色(se)(se)(se)環(huan)保等技術裝備有(you)序走出(chu)(chu)去,鼓勵(li)國(guo)(guo)內有(you)條件(jian)的(de)地方(fang)建設中外合作綠(lv)(lv)色(se)(se)(se)工業園(yuan)區,為全球綠(lv)(lv)色(se)(se)(se)發展作出(chu)(chu)中國(guo)(guo)貢獻。

(十八)加強人才培(pei)養。支(zhi)持(chi)(chi)高校和科研(yan)院所(suo)增設綠(lv)(lv)色低(di)碳(tan)領域(yu)急需緊缺專業(ye)(ye)(ye),鼓勵企業(ye)(ye)(ye)與高校、科研(yan)院所(suo)開(kai)展人(ren)(ren)才(cai)“訂單式”培(pei)(pei)養。依(yi)托制造業(ye)(ye)(ye)人(ren)(ren)才(cai)支(zhi)持(chi)(chi)計(ji)劃、卓越工程師薪火計(ji)劃和各類高層次(ci)人(ren)(ren)才(cai)計(ji)劃,引(yin)進和培(pei)(pei)育(yu)綠(lv)(lv)色低(di)碳(tan)領域(yu)海內外高水平人(ren)(ren)才(cai)。支(zhi)持(chi)(chi)地方面向綠(lv)(lv)色低(di)碳(tan)領域(yu)開(kai)展職業(ye)(ye)(ye)技能培(pei)(pei)訓。

(十九(jiu))做好(hao)宣傳引導(dao)。組織開展全國(guo)生(sheng)態(tai)日(ri)、環(huan)境日(ri)、節(jie)能宣(xuan)傳周、低碳日(ri)、中國(guo)水周等活動,加強各類媒(mei)體、公益組織輿論引導,加大對制造業綠色化發展相(xiang)關政策法規、先進技術、典型案例的宣(xuan)介力(li)度,推廣一(yi)批可借鑒、可復制的先進經(jing)驗和舉措。
